Beta 3.1

Beta 3.1 includes the following changes/additions:

• THE CHAT SERVER IS NOW FUNCTIONING!!! (Try it out!)
• Actually added Sound Recorder to More Programs
• Added double and half speed effects to Sound Recorder
• Added a few Unix-like file system commands to Command Prompt
• Files are now named better when you copy/paste them
• Trimmed the 4 second silence from the start of "The-Windows-Triangle.mp3" (about time)
• Video player now adjusts its size for smaller screens
